Is there a way to make wood rot faster??

They have a product that makes it rot faster. Home depot or a nursery

As i understand it, he's already cut them off at ground level, but the trunks/stalks are intertwined in the fence still, dead, but still there. If that's the case.....idk, maybe mix up some salt water and spray it, keep it moist? Still probably take years, and might rust out the chain link.

cover it with cooking oil every few months. bacteria will feed on the oil and the wood and break it down relatively faster but it will still take a long time.
