I could see this happening at Spring Break.

That does seem to be a pretty big hurdle at this time. The cost of the technology to deliver the goods far exceeds the cost of the technology to bring it down.

Still, I wonder if anyone has flown one over the Rio Grande?

Without having done any research, i'd think the questions is not "if", but "how many times". On the other hand, the system they have in place works pretty well.

According to my Brotehr who is a BP agent ..yes all the time. The cartels use them to locate the agents. Ofcourse the agents aren't allopwed to shoot them down.
