My post was more in line with: why wasn't he banned between then and now? I understand the need to keep communication open with him now. Just wondering at what point does he get the axe? 2012-2014 along with the other websites seems to scream habitual.

Its not that easy! I could be wrong, but I think it is the IP address that is banned, not the username.
