Should say on the valve, but that looks on to me.

Now it is started but now it revs up and ideals all the way down till it almost shuts off. Then it revs all the way back up. And has done this for 3 minutes

I would drain the gas. Sounds like it may have some water in the gas.

Pull the air cleaner and see if it stops reving you might need to clean or replace it.
