Think it's the same. My wife uses a cell hot spot for work and really likes it.

if you are using your cell as a hotspot..then you are connecting to it with another device (laptop, etc) and using your phone as a router to the internet..
your data usage will be whatever you send/receive on the laptop through that route. (websites, email, etc)

Since your phone is most likely still pulling down emails, or you could be texting during its use as a hotspot, , or even surfing the web.... then the answer to your question is yes.. using your cell as a hotspot will incur more data usage...than if you just used your cell for the surfing/email etc.

The laptop in itself isnt pulling any more data than your phone..
if whatever you were pulling down with your phone is 1MB, then its the same 1MB a laptop using your cell as the hotspot would be pulling down.

Now saying all that... most websites a cell goes to are created for mobile devices and carry less of a payload than the full website you would navigate to with a laptop.
ie: they would contain less data to be transmitted than the full websites.

Use it for a couple of days and check your data usage. If you have AT&T dial *3282# and you'll get a text sent to you with your data usage for that billing cycle.
