question about drill bits.

Im looking into buying a set of cobalt drill bits for my dad for Christmas this year. Looking online it looks like there are different types of cobalt drill bits and needing help on figuring out the beat of the best. I dont mind spending the money for a set. And looking at say from 1/8 to 1/2 in at least 1/8 incremental.

So what brands should I.stay away from and what brands are the best of the best.

If your gonna be drilling hard steel or stainless use OIL or it doesn't matter how much you spend .
