Nope, the fed have nothing to due with hunting in Texas except for migratory birds aka ducks and doves.

Heck I took two days off to go fishing and everyone is asking was my being off due to shutdown... I said yep, I shut myself down..

No. The machine dials up the states database and you go from there. Did you really think you couldn't get a license because of the shutdown?

hunting license
