HIP Certification Required

Ordered my license online and finally recieved in mail today.

It states "HIP Certification Required"

While I do know what this is what I don't know is why the system didn't ask the questions to take care of this the first time?

And what do I have to do now to close the gap?

Go to a store that sells license and ask for HIP certification. They will give you one. There's a pop-up that asks the question online but that doesn't work all the time. I find it's hit or miss.

It is just a survey for research and management purposes, when they ask you how many dove ducks, geese, etc...

It is not mandatory because you only need it for migratory bird hunting, so to deer hunt you don't need it but for ducks and dove you do.

anyone remember when the license sellers used to just make up numbers?
nothing has really changed.....
