Yeah, it seems to me though that this came about after the fall. It's all God's plan though. Praise God for the game he provides.

Gen 7:2 Of every clean beast thou shalt take to thee by sevens, the male and his female: and of beasts that are not clean by two, the male and his female.
Lev 11:46-47 This is the law of the beasts, and of the fowl, and of every living creature that moveth in the waters, and of every creature that creepeth upon the earth: To make a difference between the unclean and the clean, and between the beast that may be eaten and the beast that may not be eaten.
Same before the flood and after the flood. God simply tells Noah he can eat animals(clean) again after the flood since He previously told Noah to keep them alive while on the ark.
Gen 6:19 And of every living thing of all flesh, two of every sort shalt thou bring into the ark, to keep them alive with thee; they shall be male and female.
He had to bring His food and food for the animals since he was commanded to keep them alive he could not eat them.
Gen 6:21-22 And take thou unto thee of all food that is eaten, and thou shalt gather it to thee; and it shall be for food for thee, and for them. Thus did Noah; according to all that God commanded him, so did he.
Act 10:14 But Peter said, Not so, Lord; for I have never eaten any thing that is common or unclean. (This happened three times)
Did Peter eat unclean foods? No he knew and understood what Jesus taught. To live a life obedient to God not man and to be Holy (set apart).
Act 10:28 And he said unto them, Ye know how that it is an unlawful thing for a man that is a Jew to keep company, or come unto one of another nation; but God hath shewed me that I should not call any man common or unclean.
Acts 10 has nothing to do with unclean animals becoming clean but "men". Often over looked, that man does not make the rules. God makes the rules.
The Bible is consistent God did not make clean what He had already declared unclean. This would make Him a liar. This would also make His word testify against Himself proving to all mankind that He is not the Most High. Also that He makes different sets of rules for His people. What kind of King makes two sets of rules within his very own kingdom? What kind of Father makes one set of rules for one son and does away with the very same rules for the second son?
Mal 3:6 For I am the LORD, I change not; therefore ye sons of Jacob are not consumed.
Ecc 1:9 The thing that hath been, it is that which shall be; and that which is done is that which shall be done: and there is no new thing under the sun.
Heb 13:8 Jesus Christ the same yesterday, and to day, and for ever.
God does not change man changes. Man is a liar like sand which moves with time unlike Jesus the rock who is stable and does not change. Jesus is the word of God.
Joh 1:14 And the Word was made flesh, and dwelt among us, (and we beheld his glory, the glory as of the only begotten of the Father,) full of grace and truth.
