I would think yes. I would call city manager and talk it over. Sometimes I can get results just talking things over like mature adults. If no results then get mean.
I guess it depends. I don't know what the scene looks like to know if it was your fault or thiers. Playing the other side, I might argue that you didn't provide a reasonable access easment for the equipment that is required to get to your trash.

probably not, i have to keep mine trimmed for that exact reason. i did not know until i got a letter from the city notifying me of the 14' clearance needed for ems and civil vehicles.
Pics of scene would help. Was this a new driver? Had there been problems before? Mature discussion then go from there. At least see if they can remove the limb/move the limb so the driveway is usable.

If it was me I would just take care of the limb, I have so many Oak tree's it wouldn't matter and doubt I would even notice if a whole tree was gone. Good luck with whatever you decide to do.
They been picking it up for 20 years, only way possible for truck to hit limb is to take off with boom all the way up, I have had dump trucks and concrete trucks in there without a problem. You would think they would of at least hauled the limb off instead of leaving it in the middle of drive, it probably about knocked the guys off the back of truck.
