They're cheap, and they work. But, like others have said, you have to know when to use them. I hear idiots rattling in early October and I just shake my head. The deer below was rattled in two weeks before I killed him. Unfortunately I didn't have a shot. I've done the bag trick, but have more success with sheds hands down.
I rattled at a big 8 last year and he came in a runnin. At the same time from a different direction, a young 12. Got to witness my first buck fight 30 yds out in front of me. What I learned from that 6 second fight, my rattlin sounded just about the same, but only thing different, I wasn't banging near hard enough.
With that said, if you think you are too loud at times, I promise, you ain't loud enough!!!

I certainly won't discount the use of the real thing. With that said I do believe that is has more to do with your herd balance including age as well as the timing and weather conditions. I have used the real thing along with a rattle bag and actually two rattle bags against one another with good results. There are a lot of things that come into play when you rattle and sometimes you will actually rattle in good bucks and never even see them.
