I am looking at getting a web site for a small biz I am starting. I know almost nothing about how to go about it . I will use paypal to get money on the stuff I will sale . Any advise will be greatly appreciated.

I happen to be in the webhosting industry, and have about 10 years experience building and supporting websites. The honest truth is, how much do you want to invest in it, and how much you intend to spend on marketing every month, will determine how successful you are.
Do not do business with GoDaddy.com. Also, do not do business with anyone is overseas. If things go badly, you have 0 recourse. There are a lot of fly-by-night companies in the web-design and web hosting businesses.
There's two main paths you can take.
1) Entry-level, small investment:
These are good places to start, in terms of site design. You can get a fully working template, that just needs the text and stuff updated to your liking. There's a few services out there that will do the technical bits for you for relatively cheap. However, unless you dole out some cash, you're getting a copy of someone else's site with your text.
In all honesty, if you care about your business and how it looks, an online presence is important. While template sites are more affordable, and easier to get started, know that they have weaknesses. Lack of uniqueness chief among them.
2) Full blown, intent to make money.
If you're serious about getting sales you're going to need a professional developer to make the site uniquely your own, designed from the ground up for marketing in search engines. I highly recommend http://www.web-specialists.com/
I've known the President most of my life, and he will help you get the site done properly. They're by far not the cheapest out there, but I wouldn't recommend them if I didn't feel the price was fair.
