Old boat motor ??? What should I check?

I finally got to register an old little boat I bought last year.
It had been parked outside for a year when I bought it so thats over 2 years that it has not been started.
What do I need to check befor I try to start it? Change oil, sparkplugs, etc??
Its and old 70hp Johnson. 1980, I believe.

Change out all fuel, new fuel line, check the gap on the plug, run sea foam fuel treatment in the first tank of fuel, check the plug wires, may need a water pump as well.

          And this...

Wouldn't hurt to change the oil in the lower unit either.

Check for the paint being bubbled up on the head. Could mean that it was possibly ran hot.
