What could it be?

This hole is just past the fence outside our townhome, suggestions on what it could be? No badgers around that I know of. Looks small in the pic but is probably 8-10" round. Look at the middle of the fence.

Ill talk to the front office later to get permission for the cam. Only thing that's got me confused is the bones I've seen near the hole. Some are mice others like small dog or cat.

I am thinking a fox would eat mouse sized bones, was thinking more of some type of ground dwelling owl
