The FBI works for and reports to the Department of Justice, who in turn, works for and reports to the President.

My guess is that the gubment knew who was responsible before the pictures became available.

The FBI reports to the Department of Justice. Department of Defense does not have powers with in the US borders.

The FBI reports to the US Attorney General, it's never been part of the department of defense.

My guess is that like it has been reported since they released the photos, that the FBI could find nothing out of the ordinary when they questioned him the first time. And when they asked Russia for more information and specific concerns, Russia never replied back.

So based on that information, he was allowed to do what he would as a law abiding citizen. Right up until that fateful Monday afternoon. Then actions were taken because he was officially a suspected criminal.

I would think huff po would be more current with its news. This is a week old story!

That is true. There are many sub agencies that report to various entities. All foreign and domestic threats are relayed through the main office. The DoD is in place to protect the civilian populace and gives civilians control of our armed forces. Jurisdictions do overlap at times, so I guess both agencies dropped the ball.

You cant blame the FBI they did there job, looked into it and didnt have or find any good evidence. As you can see if they want to find someone, they will find them. You should read the article about how they had every phone call and the people who made calls the day of the bombing in the area on a list that afternoon. they started going down that list one by one.
