Yes it is.

I get a kick out of seeing them in the little caddie outfit

So a paying patron can bring a child under the age of 16 to the Masters for free. They also have a special area roped off in the front row of the Par 3 contest where the kids get the upfront seats and the adults are behind them. Very cool
