Tx HB700. - unconcealed carry. ( is open carr coming to TX )

Saw in another post about HB 700.

Is OPEN CARRY COMING TO TX , SEPT 1.?

Or am I readin it incorrectly ..
I hadnot heard anything about it so do not think it is legit or will allow a current CHL holder to open carry.
