I would imaging partly because it's either classified as an SBR or AOW by ATF. That is of course if ATF even approves it.

That greatly limit's sales potential for what is basically a pistol with a light on it. Why would you go through all that trouble when you can just CC a pistol and carry a flashlight?

Neat toy but not worth the trouble IMHO.
