Issuing a ticket means nothing when they know no one will be able to find them. That's my point. And they know this.

They are surprising in telling the truth where they live as they have no fear of deportation. They openly say that they are illegal.
If they have no ID and get booked into the county jail, they match their fingerprints against the computer.
