You won't be sorry for choosing a tiller if you have the money. I bought a 5' disc and will go to the tiller when I can afford one.

Both have their benefits and both have their downfall. Unless you spray to kill the grass and weeds on a new plot first your disc will be hard pressed to get down thru the vegetation to disc very well- you will have ot make a lot of passes. Also, if the ground is hard the disc will struggle. There are two kinds of tillers- ones that till in the direction the tractor is going and one that tills in the opposite direction of the tractor. The one that counter rotates will really get down in the ground but you will spend a lot of time cleaning the grass out when tilling new ground. Discs are cheaper and will work better if the ground has stumps, random sticks, or some rocks. I spend a lot of time when using my tiller on ground that has solid "stuff" laying around just changing out shear pins.
