Definitely go to a pool store to get a sand filter to go with it. Cartridge filters are not your friend.
Depending on the size you want, you might go shop at your local pool store for a good steel-sided pool. They will last forever, and aren't as much money as you think. We got one about 5 years ago, and I figured several thousand dollars. Turns out a 21' round pool was only about $1200, plus $800 for installation. That price included everything we needed to get started. It wasn't the best with the molded trim and such, but it was in our price range, and is a very good pool. If your kids are small with lots of years to use it, and it's in your budget, it'll be worth the money in the long run.
One huge advantage is that it doesn't have to be taken down in the winter, so you don't have to have a place to store it. Just winterize and cover, and forget it until March or April.

I agree on the sand filter 200%... I've been using these pools for close to 8 years. Just make ground level, and use a heavy tarp or thick mil plastic underneath, if you have nut grass. It will grow through bottom. I can usually get 3 or 4 years before the rope rots, ladder rusts and liner gets faded and stained.. I take down each year and store away.

We bought our first about ten years ago. we also upgraded to a 14 x 24 square pool with a depth of 52 inches. it has the sand filter, great frame, and I built a 12x8 raised deck to install a real pool ladder for them to climb into the pool. About 2K all up, level the ground like they all said. But knowing that my kids can swim in the backyard, with their friends, and We can watch them and not worry about having to cull any wierdos, Its money well spent.
