If you want more than 9x it is going to be expensive. Vortex makes a good scope for the money as does Redfield. What do you mean by being able to sight it in right by having more magnification?

I know you wanted more than 9x, but I have the Nikon p-223 on my ar's an I shoot sub moa. At $199, it's the best scope for the money IMO.

a scope with enough power i can see the 223 holes at 100 yards.

Leupold makes a Rifleman series that will do that for about 300.00 or less

leupold mark ar. for around 300 you get turretts for a .223 and a 9 power. Not the easiest to see holes a 100 yds though
