Degrease with Dawn water. Change it every time the water gets cloudy. When it is not cloudy anyomore after 5 or 6 days it is degreased (takes a while).
Whiten as described above from the beauty supply. My kid puts aluminum foil around the bases so he does not get the horns. Apply with tooth brush. If you do get any on the horms it will discolor (if you get small spot on them you can match color at Home Deport in the wood flooring department.

Old school wast put it by an ant hill.
One of my horses died and I just haued to that back of the property and let the coyotes, buzzards, what have you at it. Just went back and took a look yesterday (after about 6 months) and a nice white \skull, nice ribs etc.. Kind of scattered around because of the scavengers. Do I recommend it for something you want to keep: Nope, but it works. I'm told back in Africa they'd bury them in an ant hill. Long story short, whatever works, works. Skulls are hard.
