I think DPS had some printing problems during that same time frame that compounded the problem.

It's background check that takes the longest. Once it cleared I had the card in a week.

Nah, apart from a few speeding tickets in my time, I'm as clean as a whistle. That's a dumb saying... Think of all the potential germs in a used whistle. I digress.
