when people build AR 15 by buying the parts and then assembling it, is that a way to circumvent registration? I'm not a big gun enthusiast...i'm a bow hunter!! only have 1 rifle and never use it... but I might be interested in an unregistered rifle...seeing how the election went.

There is no gun registration in any of the states. The ATF only requires background checks to be done when you fill out a 4473 form. If you're a CHL holder then they don't even do a background check. I believe automatic weapons are registered because you have to have a permit to own one but not semi-auto weapons. I built my own AR because I wanted the experience of building one. I also saved about $300 with what I got. The upper assembly was ordered straight off the internet and I had to fill out the 4473 to get the lower. Neither are "registered".

Just because it's in your name doesn't mean anything other than you are the original purchaser. If you sold it to someone else then it's still "in your name" but no one would know except the people involved in the sale. You don't have to report tranfer of arms between individuals who aren't FFL (Federal Firearm License) dealers.
