What is this and what's it for

My wife found this on her way up our driveway to get the paper, before day light this morning. It is a little light with no switch and the body has plastic sheeting afixed to one end as if to help hold it up right.

Our drive way is a half mile long and the property borders the CoE around Lake Georgetown.

Draco, are you sure there's no a small switch on it anywhere? Most I've seen (Halloween decorative light) has a very small switch on it.

No joke.. It’s a light that was in a balloon, my wife just bought a bunch of these for my kids form the dollar store.. Only reason I know is because the popped all over my house… They glow like glow sticks…

it has a tag you pull out of the ballon before you blow it up, that turns teh light on...
