As good as it sounds to pay this scumbag a "visit", I'd definately advise you to work this through the police. If the locals won't return your call, get ahold of the police chief or escalate to the sheriff. You know this guy is armed, probably on drugs, and dangerous. Point is, you don't want to turn a bad situation worse.

Would telling the police department if they don't get off their butt and do something you'll contact the local news? I bet they would be interested in the story about how you found your stuff on craigslist and that the local pd won't do anything about it.

Taking justice in your own hands may not turn out the way you would like. Even though it would make you feel better but these day's he may be the "victim" if you do anything to him. Try and escalate it with the local or his local authorities. Sounds like he may be a minor if he has a DUI if it was recent. Sure takes some balls to go and steal from you again!
