Pool noodles, PVC, Rebar, I bolts, and string. Ive never made any but these are the supplies you'd need. I'm sure someone will post up some good instructions.
Take a swimming noodle and cut it into 1 1/2 foot pieces. Cut 1" or whatever size PVC is a tight fit inside the noodle into 1 foot pieces and cap one end. Glue the PVC into the noodle. Screw and eye into the cap of the PVC and tie your line to the eye. These will usually stand up if a fish is on.
You can use a bottle but its sooo much easier to store the noodles. You just wrap it up and stick each hook in the noodle as you go. No hooks hanging off the jug.

I always just take the top off the bottle, drop the hook inside, and screw the lid back on--
White swimming noodles cut to desired length (i have em at 1 ft)
1" cpvc pipe cut to 1 1/2 ft, capped on both ends
Screw in eye on one end
Tie on line of desired length (50 lb test in lengths from a couple feet to five foot here)
Tie on hook
Am I the only one who uses 2 liter bottles anymore? What the heck is a noodle? Besides how you catch catfish when they aint hittin jugs.

Do you paint or white tape your bottles to comply with the must be white rule?
I have some pool noodle and pvc jugs. Used white duct tape on the noodle since the noodles I had were blue.
I have made them with a stiff wire doubled over with a finger size loop in the wire to go through the noodle out of the bottom. Cut the wire at the top so you can bend about 2" on each side and stick into the noodle at a downward angle. Tie your string to the bottom loop and you are good to go. These are faster to make and cheaper than pvc.
A good ole bleach jug still works just fine.
Put a little reflective tape on your jugs and they will shine like a beacon when you hit them with a light!!

I'm a little confused ...trying to picture the 1 foot PVC inside a 1 1/2 foot piece of noodle and how that works. Can you please explain this a little more?

Oklahoma dont have to have white jugs. All we gotta have is our name and address on them.
I paint my 2 liter bottles white, and the last 6 inches of the bottom of the bottle (The part thats visible when its sticking up in the air) gets painted bright red. I jug fish open water some times of the year, and if the winds blowing hard, an all white jug is hard to see when the lake is whitecapping. The red offsets that, and I can see this red very well, even with a spotlight. I have thought about getting reflective tape, though, but so far I rarely lose a jug as it is.
