Searching for Previous Boat Owner from Livingston, TX

My dad recently purchased a 16' Boat and the seller did not have a title to it. Based on the TX numbers it was last registered to David T. Quinn in Livingston Texas.

Does anyone know a David T. Quinn in Livingston of have any ideas on how I may be able to find him?

Yeah... All phone numbers there are no good.

I did find family associations to him as well and have located them on Facebook. I have messages out to them. Hopefully its the correct folks.
