Scenario: person 6 cars up swurves to miss dog crossing highway 5th car ends up smacking dog broad side. 5 car stops and perhaps 2 other cars stop and go back to check on dog. Dog is down but alive 95% chance dog isn't going to live and 100% chance no one wants to take the dog to the vet and pay the bill knowing its a lost cause. As anyone hating to see anything suffer would you be with in the law to draw and dispatch a suffering animal?

Probably against city ord. to discharge in city limits.
Unlawful to discharge on a public Rd etc....

I believe I'd agree to take the dog to the vet (if nobody else did), then duck off down a dirt road and do the right thing. Tough deal all the way around.

That's not even morally right...dog had a 5% chance to make it, if you 'dispatched' my dog on the side of the road heads would roll...
