He sounds like he is all ready doing his own advertising. Bet that system will not last too long if he keeps advertising where he lives. These things seem to work themselves out.....

Take one stray cat feed it exlax and sardeans and place said cat in hood rats car when he goes to sleep. Hood rat will not want to use car for a good week. Repeat when you feel the need.
