Calling All Plumbers or Septic System Experts

    Here's the situation:

A potential house we are looking at didn't pass the septic inspection. Effluent surfaced in the yard during the 30 min flow test. I talked to two septic experts that stated if the system was installed prior to 89 without a permit that it could not be legally serviced without a permit and brought up to date on code. This basically means a whole new septic system.

One other thing...both toilets in the house leaked around the base. I couldn't get an answer on when the septic tank was last serviced (pumped). I'm just wondering is there truly an issue with the field line (collapsed, damaged, plugged) causing the surfacing in the yard or could it be this system is overdue on cleanout and there is a correlation with toilets leaking at the base and effluent surfacing? I'm no plumber or septic but I have a fraction of common sense

Get it pumped and get a plumber to do a camera inspection. One knowing it's pumped two knowing the integrity of pipes by seeing the insides of them for roots or collapses.

Kind of what I figured. It would be nice to know from the homeowner if it has been properly serviced and pumped as recommended. At least that would tell me if it truly needs pumping and then could be examined for a field line issue. I'm not the homeowner so I can't dictate the steps to take in this situation.
