I'm lazy and not going to look up chapter and verse, but yes, you need a hunting license to kill pigs. They were reclassified about three years ago from "feral" to "exotic". You need a hunting license to hunt exotics (including pigs) in Texas.
There is an exemption for pigs that are "depravating" but I don't want to have to try and win that arguement with a game warden. Buy a hunting license, follow the rules, and be done with it.

If it looks like a dozer worked your land over, and you put out corn, and sit in a stand waiting for hogs.......that is hunting and a HL is required.
If you are driving/walking across land and hogs are spotted, you may kill and leave where they lay without a HL.....if damaging or about to damage (they all fall into that category)
