                        I found those on my place in East tx. Have found enough to consider them just a unique formation. My guesses that it got exposed very slowly and the water/weather kinda etched layers in it over time as it became more exposed.

                          Ironstone concretion, possibly replaced by limonite. That is my best guess. Should streak blackish red on rough tile.

                            No tile to try it on, but plenty of concrete patio. Rubbed it across the patio and it marked it just like a piece of chalk. Rusty red looking to me, but then again I am red/green color blind. Thanks for your response.
