To go through a dealer, you would have to file a form 4/pay tax stamp to transfer to dealer, then another form 4/$200 tax would have to be filed and approved to transfer to the buyer

You hold it, just like the dealer did with you, until your buyer is approved and has a stamp. Good luck.
