Get one that is adjustable and relatively inexpensive until he quits growing
Archery Talk classifieds is a good place to find used bows
Had a Diamond Infinite Edge for my kids, several comparable options from other companies out there
And if I had a 13yo that wanted a bow I would be making it happen, rather see them outside than sitting around playing video games

Saw somebody recommend Outlaw Archery, I'd second that. I live in Abilene but visited the other day and Outlaw Archery was incredible. I'd also recommend looking at Bear. My first couple bows were a Bear, also had a Diamond by Bowtech. Bear makes ready to hunt bows - with sight, stabilizer and quiver - that are hard to beat for a beginner bow.

I got my wife this bow - https://www.basspro.com/shop/en/diam...nd-bow-package
But I had my bow shop order it, so they helped get her dialed in.
I think this is close to it - https://diamondarchery.com/bows/edge-xt/
