The heyday for dove in our area was definitely the 90's, its never reached the #'s we used to see then. It seems to go in cyles from good to poor but never great never thought about snowmegddon cause the problem, I've always thought it was because no one plants milo anymore because of the sugar aphids, in fact I'm seeing a bunch of fields are left fallow, no corn or cotton, since covid.
