                  Just looked through the thread. I'm also curious how it is all going.
                  I think in cases like this, the responsibility can often be shared. The general contractor should ensure quality control, but the concrete company must deliver a product that meets standards. I agree with hiring an attorney for guidance. And if your relative considers himself a contractor, maybe it is better to get general building contractor training (my cousin has recently got his license here https://www.contractorsischool.com/contractors-license/general-building-contractors-license). At least, it could help him avoid complications in the future.

                      Just a GC here reading thru all the posts waiting for messages from subs and customers to see how many fires I need to extinguish today.

                      Curious how this is going to play out and happy I’m not involved in any way. Feel bad for the owner but it’s spilt milk now.

                      Not sure if the owner, neighbor or some guy that calls concrete cement is claiming to be the GC but whoever that may be needs to own this mistake and start making decisions. Good ones preferably.
