Parks and Wildlife has their own version of a power of attorney form that sister can sign. (PWD 1055) Fill it out and have her sign it in front of a notary. She can assign her signature powers to your wife and she can sign on behalf of the sister. This is the easiest way to get the title fixed.

To be on the safe side have sister send a copy of her Drivers license as well.
