LEO Question...Is this legal?

Buddy of mine was driving home and snapped some pics of a nondescript Volkswagen Tiguan with "POLICE" markings on the back. The license plate (which was captured in a subsequent photo) was a dealer's plate and the website on the back window was for a place out of Fort Worth (we're in San Antonio). There doesn't appear to be any police "gear" (i.e. computer, cage, etc.) in the vehicle. Assuming for the moment that the person driving is in fact a LEO, can you just slap a Police sticker on a vehicle and its legit? If the person isn't a LEO I assume they can get in some hot water for impersonating an officer?

It may be a company that is marketing a Police Package to a few In the area. As long as it's not running with red/blue lights and trying to do some type of enforcement I can't think of anything illegal. Of course I'm wrong alot as well
