Find the artist, not the shop. You are looking for skill and creativity. This is something that will be an outward expression, visible for most to see. I would think your interest would lie in finished product.
What influences in the art and technique?
    Is it a layered/sectional piece?
How many hours will it/should it take?
These seem to be the questions to reflect on if you are looking for the "Best"

I got mine from Mig Kokinda. He did an awesome job and it was a custom tattoo that I came up with. He drew it up by hand and it was exactly what I had imagined. At that time he was at Atomic Tattoo in Austin. By looking at his website, it looks like he is now at Electric 13 Tattoo in Austin. Here is the link to his personal site.

        Thanks y'all

As for the "best shop in Texas"? As I responded in the pm, that's impossible to answer. I know and work(ed) with many world famous artist. It all depends on what style you want

Also yelp is you friend, but its not everything. Plenty of insanely amazing artists don't have a single review on them. Mostly because they don't ask their clients to do them. All I'm saying is, use it as a tool, but don't bet your dollars on hat you read on the Internet.
