The heating element is not coming on. The cause could be a lot things including thermostat, element or relay.

I have the same issue with mine. When Aux Heat kicks on to make up lets say a 2 degree gap then it will blow cold. When regular heat kicks on it will be warm but not if the gap is 2 degrees or more. Everything I have read is that it is probably a high limit switch or a safety switch that is telling the Heater it is too hot when it really isn't. Thoughts?

Mine did that w/a heat pump. Come to find out, I believe, it was running on 15amps instead of 30. Couldn't pull 30amps so it wouldn't heat up.

Well normal cycle of a heat pump it runs for set amount of time, if heating demand isn't met in lets say 7mins. The aux or heating electric elements will come on,with the outside heat pump to reach said set temp. Durning the heat pump process the outside unit if cold enough outside, can develop ice on it. At that time reversing valve flips and runs your unit in ac mode to melt the ice and the aux heat comes on to try to counter act the ac comming on...during that period however long it takes in its defrost cycle. The air will be cool/warm not hot. Depending on sizing of your aux heat kw wise.

Mine would do what your friends is doing and I had to clean the thremocoupler, it was covered with soot or carbon , I cleaned it with fine grit sand paper. Then another time some mud dobbers had made a nest in the vent pipe so there was no ventalation so it cut it self off.
