Some draw hunts like mentioned above, and other states require it. It is not required like the regular hunters Ed. Class to buy a license.

if you are under 17 years of age you don't have to have it if you are accompanied by a licensed hunter who is 17 and meets the hunters ed requirements or exempt.

also you can buy a one year deferral.
