Devin, the Texas UCC (Uniform Commercial Code) filings are for perfecting liens on non-real estate type property that do not have titles: furniture, equipment, personalty, etc. Land and houses are NOT filed in the UCC records; they are filed in the Real Estate records of the county in which it is located.
Dale, I am not aware of state taxes being paid on property bought or sold in the state unless you are referring to state SALES taxes, and those are not monitored by the UCC filings; they are usually charged on titled goods. Businesses also pay a state franchise tax. UCC filings are done when a lender files a lien on non-real estate property upon which they are financing; the loan can be against property the borrower already owns, thus no taxes would be paid. There are ad valorem taxes owed by businesses to local taxing entities (Counties, School Districts, Cities)on personalty, equipment, inventory, furnishings, etc.
I wish you luck in finding the info/person you are searching for. Please feel free to call me at work (800-755-7236) if I can offer any more information or explanation.
There are several law enforcement folks on here who might be able to help if they are allowed under the privacy statutes. Private mail Chew...he can probably tell you what can/cannot be done.
p.s. You did not owe boss bowman an explanation to his crass remark.
