For $6K you can get a very nice bow hunt in NM on private land....and probably a good rifle hunt.
There are no "guaranteed" tags per se in NM....there are only private or public (unit wide) tags. As mentioned there are indian reservation hunts like the Jicarilla too (they do offer bow hunting). You can buy private landowner tags and reservation hunts....and the public hunts are all draw.
