You might just not have the die set right?

For RCBS dies set the press all the wayto the top of the stroke, then screw your die down so it touches it. Then lower the press and give it another 1/4 turn. Then screw the de-capper in or out so that only 3/16 or so stick out the bottom. This should insure you fully size the neck.

Also some presses get sloppy and some shell holders are thin, you can try dropping the die in very small increments but, you will start bumping the shoulders if you aren't careful if you get too deep.

    Sorry I was a little slow! ^^^^^^^^^

It should never touch the rifling even when fully chambered.
I would have to dissagree. My old 6.5x55 chambers and shoots 180gr's great. The ONLY way you can load the 6.5 with 180's is sending .231" into the rifleing. My Uncle has reloaded this round for this rifle for over 50 yrs w/o any issues at all. I know it's not the same round but the concepts are the same.

As Dustoffer said, I think the decapping rod is screwed too far down in the die. Either that, or the gun has an extremely short throat and the bullets are long for caliber (secant ogive?) which pushes the bullet so far into the neck that it's past the bearing surface when it makes contact with the lands.

Which bullet are you using in your reloads?

I'm guessing too that you are not sizing the neck enough. Is it possible that you are only neck sizing a very small portion of the end of the neck? You could be seating the bullet past that portion causing it to fall in the case(depending on how long the bullet is).

              Just a thought.

Black the neck of your case so that you can see how much of the neck is getting re-sized.

This should be a standard practice because you want to make sure you are sizing enough of the neck but you also want to make sure you are not pushing the shoulder of the case back any either.

Does an empty catridge that you have resized chamber in your gun? Is the brass new? If the brass is has been fired was it fired in this gun?

Sharpie up a dummy round and chamber the round. Look where its rubbing and post up pics! The expander ball may be pulling the shoulder out too far. Maybe

just curious on bullet weight ? 40 gr pills have less seating area on the bullet vs. 52 gr pills.

as noted above, I'm guessing the deprimer, expander ball, and die may not be adjusted 100% properly for your brass

FWIW , I exclusively load with Wilson hand dies and Redding Type S dies so I can use bushings and control neck tension

That's what I was thinking. If it was fired in another gun with a long SAAMI chamber, and yours is on the short side, you could be hitting the shoulder.

You may have your decapping pin/expander ball set too deeply out the bottom of your die. What happens is when you raise the case into the die the expander ball bottoms out in your case before the case can fully go up into the die. When that happens your neck does not get resized or only gets partially resized. I had a friend do this on his .223 dies because he did not check the decapping pin and used the die as it came from the factory.

Always do a full length resize on any brass that has never been fired in your rifle.

Do not seat the bullet to touch the lands if you must exceed maximum overall cartridge length to do so. Exceeding maximum overall cartridge length can cause dangerous pressures even with "safe" loads.

Try building a dummy cartridge with a full length resized brass.
