I also use a dremel to cut mine. Lock the dremel down with the blade at a 90 deg < to the bench and use a "V" block to spin them as you cut.

I have also used the tubing cutter on carbon arrows with good results. But I would recommend an arrow saw or a shop.
Usually I order mine precut from one of the online stores. That way I have someone to sue...
