Actually they haven't been invited for the past 9yrs. Basicly the entire time Bloomberg has been mayor. He a hard cord liberal so that pretty much explains everything.

I bet they just "show up" again, as they did in years past.
Bloomberg, who ran as a Republican, was endorsed by his predecessor, Rudy Giuliani.
Not sure what space constraints on Ground Zero would preclude their attendance (how many of them are there, compared to the number of victims' family members?)...
The article said other arrangements are being made to honor them. Still, seems to me that some kind of space could be found for them.
