        Yes they do. If you have a Fed Warden at your house asking to count birds in your freezer, the extra over the limit is the least of your worries.

        That will just be the icing on the cake to that dude.

        And on the gifting you need the proper paperwork called a wildlife resource document found here:

            No need for the WRD once the birds have reached their final destination. Only for transportation/possession BEFORE reaching the final destination.

                                being friends with the fed gw down here, I feel comfortable saying multiple folks can gift their limits to one person. I will not promise the next fed gw will do the same but we have done this and I know my compadre well enough that he would not put himself in a position of breaking the migratory laws.

                                Let's just say 15 fellas went out hunting and got their limits & they wanted to have a feast at one house the following weekend. One guy could transport & keep all the birds.

                                After the hunt, they would write out a permission 'gift' with qty of birds, name, address, phone number and hunting lic number saying the birds were harvested by them & donated to said person. All limits must be seperated during transport & storage. Keep permission slips until consumed.
