Probably a stupid question but...

Is there any way to retrieve contacts and pictures that were on an iPhone that aren't there now?

No sign of any back up data on PC.

Performed update of latest software from ITunes and upon completion all data is gone from phone.

it should have backed up the phone on your computer before it updated...did you ever sync with outlook or another folder on your computer? If so they will be there, unlike music it combines those not replace.

You have to click "yes" to back up before doing the update. Take out the sim card and then plug it back in.

Yes, it should ...but there is nothing in contacts.

This is a friends phone. To my knowledge, nothing was or had ever been backed up.

I see nothing on the PC that shows any back up.
